The Ministry of Environment, Forest and Climate Change (MoEF&CC) is the nodal agency in the administrative structure of the Government of India for the planning, promotion, co-ordination and overseeing the implementation of India’s environmental and forestry policies and programmes. The primary concerns of the Ministry are implementation of policies and programmes relating to conservation of the country’s natural resources including its lakes and rivers, its biodiversity, forests and wildlife, ensuring the welfare of animals, and the prevention and abatement of pollution. While implementing these policies and programmes, the Ministry is guided by the principle of sustainable development and enhancement of human well-being.

The broad objectives of the Ministry are: conservation and survey of flora, fauna, forests and wildlife, prevention and control of pollution, afforestation and regeneration of degraded areas, protection of environment and wildlife, facilitate activities related to India’s commitments and obligations with three Rio Conventions, i.e., United Nations Framework Convention on Climate Change (UNFCCC), United Nations Convention to Combat Desertification (UNCCD) and Convention on Biological Diversity (CBD) and related reporting process, facilitate activities related to Basel, Rotterdam, Stockholm Conventions and enable India to meet its commitments as per Montreal Protocol under the Vienna Convention. These objectives are well supported by a set of legislative and regulatory measures, aimed at the preservation, conservation and protection of the environment. Besides the legislative measures, a National Conservation Strategy and Policy Statement on Environment and Development, 1992, National Forest Policy, 1988, a Policy Statement on Abatement of Pollution, 1992 and a National Environment Policy, 2006 etc. also guide the Ministry’s work.

पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय (एमओईएफसीसी) भारत की पर्यावरण और वानिकी नीतियों और कार्यक्रमों के कार्यान्वयन की योजना, प्रसार, समन्वय और निगरानी के लिए भारत सरकार की नोडल एजेंसी है। मंत्रालय की प्राथमिकता देश की झीलों और नदियों, इनकी जैव विविधता, जंगलों और वन्यजीवों सहित देश के प्राकृतिक संसाधनों के संरक्षण, जानवरों की कुशलता को सुनिश्चित करने और प्रदूषण की रोकथाम और उन्मूलन से संबंधित नीतियों और कार्यक्रमों का कार्यान्वयन है। इन नीतियों और कार्यक्रमों को लागू करते समय, मंत्रालय सतत् विकास और मानव कल्याण में वृद्धि के सिद्धांत द्वारा निर्देशित होता है।

मंत्रालय के विस्तृत उद्देश्य हैंः वनस्पतियों, जीवों, वनों और वन्यजीवों का संरक्षण और सर्वेक्षण, प्रदूषण की रोकथाम और नियंत्रण, वनीकरण और अवक्रमित क्षेत्रों का उत्थान, पर्यावरण और वन्य जीवन की सुरक्षा, तीन रियो सम्मेलनों के साथ भारत की प्रतिबद्धताओं और दायित्वों से संबंधित गतिविधियों को सुविधाजनक बनाना, अर्थात, जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क कन्वेंशन (यूएनएफसीसीसी) संयुक्त राष्ट्र कन्वेंशन टू कॉम्बैट डेजर्टिफिकेशन (यूएनसीसीडी) और कन्वेंशन ऑन बायोलॉजिकल डायवर्सिटी (सीबीडी) और संबंधित रिपोर्टिंग प्रक्रिया, बासेल, रॉटरडैम, स्टॉकहोम सम्मेलनों से संबंधित गतिविधियों को सुविधाजनक बनाना और वियना कन्वेंशन के तहत मॉन्ट्रियल प्रोटोकॉल के अनुसार भारत को अपनी प्रतिबद्धताओं को पूरा करने में सक्षम बनाना। इन उद्देश्यों को पर्यावरण के संरक्षण, सुरक्षा और बचाव के उद्देश्य से विधायी और नियामक उपायों के एक सेट द्वारा अच्छी तरह से समर्थन दिया जाता है। विधायी उपायों के अलावा, पर्यावरण और विकास पर एक राष्ट्रीय संरक्षण रणनीति और नीति वक्तव्य, 1992, राष्ट्रीय वन नीति, 1988, प्रदूषण के उपशमन पर एक नीति वक्तव्य, 1992 और एक राष्ट्रीय पर्यावरण नीति, 2006 आदि भी मंत्रालय के कार्य का मार्गदर्शन करती हैं।
